CA will certify it and send it to you via courier.

Projected balance sheets can be prepared by the CAs but they cannot be certified by them as per the professional ethics prescribed by the Institute of Chartered Accountants of India, the governing body for CAs. 

You may get the projected balance sheets along with the projected statement of profit and loss, cash flows and application for the loan in the prescribed format by sharing the details of your proposed business through email.

Yes you can get them prepared but you need to provide all the required details over mail with proper documents only then it can be prepared and CA can't certify they only prepare the balance sheet.
