Sir, I have apply for vat and cst in delhi. Sir my Tin is 07966966937. How I download Provisional Certificate.

There is no such option for downloading provisional certificate. At the most you can get a print of dealer credentials from following link http://dvat.gov.in/WebSite/Home.html# by selecting 'Dealer Credentials' under ' Verification' tab. therein you can put your TIN under 'All Dealers' option by selecting 'TIN' from 'Search by' drop down option available there.
How I open current as proprietor I have not receive yet RC vat.

I want provisional certificate with government stamp. I submit the form after submit the fee online. I show the option of provisional certificate . When i login again option is different DP1 screen appear.

There is no such provisional certificate provided by the dvat department . You can collect your RC from your respective Vato after 3-4 days of your registration
That provisional order subject to verification by Vat inspector is provided to you
In that case you will have to visit the local office and get the stamped copy of provisional certificate from them.
After login to DVAT site. Go to profile Tab There you will see the option of Registration Certificate Click on it & you can download your RC.
