Sir my brother is an armyperson.How to proceed for his return upload without 16 no form as they donot get one

Please go ahead with the monthly salary slip , you will find every detail there for computing the income . For the other deduction under 80C or any other section , you can get the documentary evidence of such payment or expenses .

Deductions u/s 80C to 80E & 80TTA would be available in the hands of your brother.

For other deductions, salary slip would be required in your case.

Only TDS details can be taken form Form 26AS.

Your other question was claiming deductions.

At the time of filing income tax returns you can claim deductions U/s. 80C, 80E or 80TTA from the salary income.

some deductions like PF and government deductions can be available from payslips.

you total up pension as credited in bank account and offer it for income tax and add any other income and pay your taxes and file your return in ITR 1 if you do not have income from capital gains and income from business.
