• How to get more information about "arrears of revenue..." etc on government records against me?

Hey, 

In 2017, I had thought of starting a business and so, I did the 1st step, i.e. registered and got a GST number. But things didn't turn out right and I wasn't able to start it. (so left it and got on with my life)

But, in July 2018, I got an email that I hadn't filed any returns and have to file all of them and any pending fine. 

(I didn't know we have file nil returns every month even if we are not doing any business and 
ended up paying ~20k INR late filing fine along with filing all the nil returns.)



Since then I'm filing all the NIL GSTR 3B and GTR 1 every month and quarterly respectively. 
And nil GSTR 9, for yearly. (and all are filed for all months since the registration)


But last month I got an email from [deleted] with subject "Sabka Vishwas (Legacy Dispute Resolution) Scheme, 2019"

Highlighting: 
"... As per our records, you have case(s) pending adjudication or under litigation or have arrears of revenue and hence may like to avail of the Scheme. ..."

I was like, what?? I don't even know anything about it. What is this?, HOW CAN I GET MORE INFO ABOUT IT? and get it cleared?

Can you, the more knowledgable person on this, help me out with this?
(And if possible close/cancel my gst registration online i.e. without visiting various places/cities
 as it's registered on my hometown address and I currently live in Ghaziabad)

Details of the Scheme: 

The sabka Vishwas Scheme, 2019 is a scheme introduced to resolve all the disputes relating to the erstwhile Service Tax and Central Excise Acts, Which are now subsumed under GST, as well as other Indirect Tax Enactments. The scheme will be for the taxpayers who wish to close their pending disputes, with a substantial relief provided by the government.

 

Applicability: 

The scheme has been notified by the CBIC to come into the force on the 1st September, 2019 and shall be operational until the 31st December, 2019.

 

Benefits of the scheme:  

1. Taxpayer will get substantial relief by the way of full waiver in interest and penalties amount.

2. Taxpayer can pay the outstanding tax and be free from all other consequences under the law.

3. This scheme will provide complete benefit to the user from prosecution proceedings.

 

According to the details provided by you, the reason for sending this letter by the department to you is not clear.

Hello,

 

This mail is being received by everyone who has delayed in filing return and has either paid a late fee or is due on them. As you mentioned you have filed all the returns till now with any late fee if applicable, then you don't need to do anything for this mail. However, if you have any returns pending and a late fee penalty is due on them, you can use this scheme.

This could be a general email. Find in the email if it is specifically addressed in your name.

However, in case you would have received any notices, the same could be checked through the GST portal.

This is a scheme for people in whose name there are any previous year pending tax i.e. VAT, excise etc.

Are you sure have you received it from genuine source.

We can check online if there are any dispute in your name.

Have you received any show cause notice?

You should have cancelled the GST registration and saved the penalty as well. But you can still cancel the registration and save some amount and work every month.
