1. If you're claiming refund of accumulated ITC on account of zero rated supplies, CA certificate shall not be required.
2. Refund application is filed for a specific period. So you can only avail refund of ITC availed in that period only. If capital goods gave been used exclusively for zero rated supplies, you would have availed the ITC and refund shall be provided.
3. There is no restriction as far as MSME is concerned. ITC shall be eligible provided other conditions are satisfied.
