Hi
For claiming TDS on FD Interest and rebates, you need to file IT Return in India.
Further, even if you dont want to claim TDS and rebates, but your income taxable in India is more than INR 250000, then you are required to file return in India.

Hi,
If you are a resident of India, then you will have to file a return of income if your income exceeds INR 250,000. Residential status, among other conditions, is based on your number of days you have stayed in India over the past years.
If you are a resident of India, then all the income, including your income earned outside India will be taxable in India. But, you will get credit of the taxes that you have paid outside India.
Trust this clarifies.
